Weird speeds

At my wits end. Cannot determine where my issues reside regarding ADSL speeds.

I saw my ADSL SNR was 6.5 dB, and 40dB for attenudation on my 10Mbps line over the weekend, so I called Telkom to lower my speed to 8Mbps, this increased the SNR to 12dB, which I thought might resolve my issues, it has not.

Speeds on Usenet are full speed, between 6Mbps and 8Mbps.
FTP download test form Saix vary from 2Mbps to 4Mbps
Netflix is useless, between 500kbps and 1.5Mbps
Youtube stream at 720P no issues.
Download of VLC goes between 2Mbps and 8Mbps
Other downloads from 1Mbps to 6Mbps.

Nothing is consistent, except speedtest results which is always at full speed.

Tried three different service providers, router connection and direct modem connections, nothing improves the situation. What can I test next to improve or sort this out.

The fact that your SNR improved but your speed and consistency didn't is weird, the only thing I can suggest is trying a different router or resetting your current one to factory defaults and re-entering your credentials, also do the service providers you used all use the same network (IS or MTN for example)
 
Have downgraded my firmware on my Asus RT-n16 from tomato back to Asus and have tested directly with my DLink modem. So don't think it is my router.

to do my tests. Have opened a call with Telkom to see if they can improve my SNR at the exchange.

Good move with placing the call to Telkom. It may be a copper fault.
Did you have any tests previously to compare against?
