Slow speeds just above 1 mbps for a 4 mbps line and ISP account.
Tried various ISP's Afrihost, Mweb and Axxess all the same.
7:00 PM and 2:00 AM.

-High latency, packet loss (using ping plotter there is nearly always packet loss on multiple hops of a trace) and slow speeds since February but speed seemed in decline before then (from a few days ago the line can never do more than 50KBps as if my line is throttled or something).
