Their margins on the ADSL and telephone line far exceed the margins on the uncapped products. For more revenue they just increase the cost of a telephone line and leave the ISP to generate more revenue (ADSL lines) by undercutting each other whilst serving the 1Gb users who don't want to loose their @telkomsa.net email addresses or who want a free modem.

Edit: And once they have upgraded the 4 Meg lines to 8+ Meg and the uncapped 4 meg account goes from R500 to R900 people are going to migrate back to capped.
