Westdene ADSL Problems

Basically the lines are just really old and useless, I can't get faster than 1mb/s and even that is pushing it.
During peak hours (working hours) my speeds generally drop as well but not too drastically.
My exchange is also over 3km away, so I was not very hopeful before getting the ADSL.
In general international latency and speeds are very bad!

Afrihost (capped, unshaped) [have tried openweb and webafrica, all have equal or close performance]
Bad connection and noise is constant, slight drops in speed during office hours (10:00 - 17:00 worst)
International latency is normally high with some packet loses included.
