Short answer, unlikely.

Long answer:
The current water shortages are not due to drought but to ineptitude and corruption at Rand Water. We could have a cyclone and the dams will be full but the reservoirs in town will still be empty.

Yea you know stagnant water or like a pool that goes green.

If the tank is a dark plastic like green or brown it does help stop algae growing.

A friend of mine has a white opague tank which he has painted with creosote to stop the algae growth.No paint will stick to the plastic.
