What are these things used for?

Anyone else wondering what the hell these things are used for? They are popping up in JHB everywhere at the moment. In my area they are suddenly on every street corner / intersection. Sometimes even more than one at an intersection.

I think it is to mount CCTV cams.

I have seen them marked with arrows security, maybe a radio repeater?

that one does have vuma netting though maybe it is related to vuma cameras?
