I've decided to post this Thread since, I'm hearing loads of changes about throttled service, when I ask for bandwidth usage report from http://helpdesk.wbs.co.za

I get the following,

Should you reach the 3.00GB cap on the combined total, you will be redirected to a throttled service.

Now what does Throttled mean to WBS, I'd like to know, seriously It should be throttled to 64/KBS but now I'm hearing If you go over your 3 GIG cap its consided abuse but on the bandwidth usage, I don't get any MSG LIKE that its abuse if u use bandwidth on Throttled service.

Dear iBurst Subscriber,

Your XXXXXX account usage reflects the following:

Uploaded: 218.58MB
Downloaded: 2.29GB
Combined Total: 2.50GB

Remaining: 513.57MB

Should you reach the 3.00GB cap on the combined total, you will be redirected to a throttled service.

Regards,
WBS Helpdesk

no no, with the new throttling software put in yesterday now if you go over your cap you are throttled to a true 64kbit. The abuse thing came in because people went over thier 3GB and weren't all throttled.

I think the real question is now that they have this new nifty bandwith management software:

1) how much can you download at 64kbit
2) how long before you get capped, will you need to recconect or will it throttle without recconecting or will it disconnect the second a person goes over

Ditto. We need a clear definitive statement by IBurst as to what they mean by 'throttled'.
If it means 'go over your cap and we'll disconnect you' - we need it in writing from someone at WBS/IBurst.
If it means 'Okay you can go over your cap, and we wont disconnect you even if you keep downloading on throttled' - again, we need a simple clear statement from IBurst in this regard.

Without this clear statement from IBurst, so customers know exactly where they stand, the situation is just insane.

To me that should be REAL TIME bandwidth counting not disconnection and then re connection to WBS to get your bandwidth update.

Well I agree clear statement is in place

confused

I'm a bit confused ... I have been monitoring this forum for a couple of days now. The whole cut-off thing, were those users on the 64Kbps line and was disconnected for downloading to much on the "unrestricted" line or was it that they were never capped and they used that much on the 1Mbps line ?

As far as I know, the 64Kbps line is unrestricted to a cap limit according to the advertisements.

That is just it they are blaming us for their screwup - WBS are currently stealing from me as I am unable to use my account, although it is entirely their fault for being incompetent idiots.

dark elf, this is the core of the problem.
According to IBursts Chief Tech Officer, yesterday - this inference in the adverts (about 'unrestricted downloading on a 64kbps line after cap limit) in effect 'isnt what IBurst meant' or what users 'might have believed it meant' when they signed up.

But this is technically just hearsay, until IBurst 'officially' notify customers as to what their policy IS.

If their policy 'officially' changes from the one they advertised, and which most signed and agreed to in contract form - they have in effect, rendered ALL legal agreements between themselves and their customers null and void, until such time as a new contractual agreement is drawn up, and agreed to and signed by customers.
This is basic - its simply not legal for one party in a contractual agreement, to alter the rules of a contract, without drawing up a totally new agreement reflecting this.
EDIT: Bear in mind I'm a layperson and not a lawyer, but this is substantially the ground rules for any legal documents or agreements, between parties.
