What ICASA is waiting for ??

I would like to know the following:

AM i correct in stating that the Release of ICASA's Report has been done and that they are waiting for the release of the new telecommunications bill?

I know that the Bill has been passed and is in its last phases of implementation.

My question is when will ICASA start with Regulations and how they going to implement.. Are we going to be waiting for months for them to pull thumb and do something or are they going to be starting soon?

How can we check up that they are going to be implementing it
