What is considered an unstable line

Hi all

I applied on Thursday for Afrihost to upgrade my line... and well it has not been done yet i asked Afrihost whats going on they said its still pending on telkoms side they said the line is unstable :/ but the thing is my line is not unstable


What do you guys consider an unstable line?
