Help me out, what is Floor Factor (taking a guess below)

Assume erf size of 100sqm, you could build 60sqm at ground level, with a further 40sqm at first floor (thus double storey) to make total sqm of 100sqm?

You can cover 60% of the size of the stand with a building and you are allowed 1 floor. So ground+1 and you can even do 60sqm on floor 1 doesn't say it needs to be 40sqm.

Thus you could have 120sqm on 100sqm erf.
