What is "installing line"?

Hello, guys!
I have a question not related ADSL, but close to. 2 years ago I had prepaid line. When I got 3G Internet, I cancelled line and forgot about Hellkom as a nightmare. But our fears always return :) My contract is finished and I decided again to have ADSL. But from Hellkom I ordered just normal voice service. And when I said I have already copper at home, servicing lady said I need some "installation" procedure. What a hell is that "installation" if I just disconnected my phone?? I'm sure nobody disconnected my cable from distribution box outside (new green box - modern hardware). Anybody can explain it, please?
I tried to refuse that R500 service, but she said it's unavoidable. I think it's just robbery by solving virtual problem.

A technician must be dispatched to reconnect everything I'm assuming. Technicians cost money.

I'm not sure if it's still applicable but when I got my line I got a closer package which included free installation, maybe ask them if there are any packages that include free installation and take the cheapest one.

DrJohnZoidberg, that's my question: what exactly people is "reconnecting" if everything was connected before?? When I first time applied for line, NOBODY came to me - I just plugged in my phone and it worked!

Actually I can accept even 10 technicians to install these damn wires, but what a hellishy complex they do for R500???

R500 an hour is a normal call out charge for a technician.

As someone else said. Take a closer plan for free installation.

It's normal charge for normal technician, not the clowns in "Telkom" t-shirts. Calling technician 3-5 times just to "activate" line is not a service, but a cr@p - it doesn't cost R500.

Take a closer plan for free installation.

It's not an option - it's more expensive and even this voice line I buy just because Hellkom foisted it for any Internet service.

First off re-connection of a line requires the line to be jumpered in the exchange , two jumpers .
When you discontinued the line they remove the jumpers in the exchange so some one else can use the DSLAM port.
they have their way of doing things and you have choices , take it or leave it .

Do you really know whether the copper was used the last two years or not? If you cancelled your line, the copper might well have been used for your neighbours. You might have some sort of view up to the SDC, but after that, you're blind. You don't know whether there is any open copper pairs left between the SDC and the ISAM/MSAN. The tech will have to check all that, at least up to the SDC.

First off re-connection of a line requires the line to be jumpered in the exchange , two jumpers .

How much work and the cost will depend on whether that port's been used by someone else in the last two years. If not, it might be as simple. If it has been used, it might be necessary to jumper to a termination frame that's standing a few rows further.
