What is it, and why is it important?

Is it an ISP or a Line thing?

LCP
Short for Link Control Protocol, a protocol that is part of the PPP. In PPP communications, both the sending and receiving devices send out LCP packets to determine specific information that will be required for the data transmission. The LCP checks the identity of the linked device and either accepts or rejects the peer device, determines the acceptable packet size for transmission, searches for errors in configuration and can terminate the link if the parameters are not satisfied. Data cannot be transmitted over the network until the LCP packet determines that the link is acceptable.

Thanks for the definition.

When LCP is down, there is no connection to the ISP.

ADSL connect can be 100% but if LCP is down you are dead.
 
ESR wtf is that?

Cos when I get LCP Down, I try another account at another ISP and it still says LCP Down, cant initialise blah blah.

So it cant be just the ISP?

Whats this exchange ESR jol then?

ESR = Edge Services Router
Basically the device which confirms your account with the ISP and then issues you an unused IP address.
This sits at the Exchange. when this is down u wont be able to authenticate on any account... phone telkom and get them to check the exchange.
