What is local cap?

I have seen a couple of times, local caps for like 20Gig's. WTF is a local cap? YOu can only download in south africa?

You can only download from servers or clients in South Africa. IE, local bandwidth only.

That might not sound very exciting, but there's actually a lot of local content available - which should easily be found by searching this forum.

U can access any local only web-sites or games server or local torrents.U just don't have access to inti web-sites/servers.
