What is Push e-mail and how does it work?

Sorry for the noobish question, but would just like to know exactly how it works and to what you need to be connected for it to work.

Is it something you subscribe to or is it just an extra feature on the network?

Do you need to have your gprs/edge/3g on for this to work?
