What is the difference between all-inclusive data and Telkom Mobile data?

The bundles I'm looking at give 75mb all inclusive data and 500mb Telkom Mobile Data, what is the difference?

If your phone has Telkom mobile signal you can download 500MB, if it has no signal and has to connect to another network you can only use 75MB.
