Many white hats, the legendary ones, carry the mark of conviction and jail time. Many of them, get recruited for their skills, by security companies. A taste of jail is usually what turns a black-hat into a white-hat pretty quickly
 
If issues are found, they’ll report them to the owner – sometimes requesting a fee to fix the issue. If the owner does not comply, the hacker could post the exploit online for public viewing.
This makes it sound malicious. The reason exploits get posted is not as a means of extortion but to draw attention to them so they get fixed. Many companies simply can't be arsed about exploits thinking that if it's secret their systems are safe.
