What is the infrastructure really capable of?

I know that people on the SAIX network use the undersea cable….blah blah blah
But does anyone know what Telkom's actual infrastructure is capable of in the local loop,
Ya they give you the 1024 line, but at this time is Telkom/SAIX infrastructure capable of doing more than that? And if so – why don’t they offer it to the public as well as offering free local bandwidth? If Telkom said to me okay you have 3 gig international and unlimited local at 2048 I would change right away to them – anyone got any info on this?
 
I don't know the details but someone who does research for Telkom told me that Telkom are seriously struggling with their network. Up till now, they refuse to upgrade their infrstructure because they want to milk as much money as they could from old investments. Telkom will never supply you with details of their infrastructure.
 
My very limited understanding is that Telkom invested heavily in ATM technology a few decades back which was the correct decision way back then but ultimately the wrong horse to bet on as broadband requirements and other solutions made ATM rather obsolete.

Hence the reason why companies like British Telecom and AT&T are spending billions on all new infrastructure to gear up for the always on broadband to the home digital entertainment age.

No surprise then that Telkom earlier in the month has released statement saying that they intended spending 30 billion Rand on infrastructure.

according to one of my lecturers, 3 years ago MPLS was replacing ATM and many telecoms companies saw that. Instead, at the time, Telkom invested more in ATM technology and really screwed themselves over. They really need to employ some decent experts in the field.
 
Thinking of a network like Telkom's as a static entity is not very accurate, as its expanding and changing month by month.

Unfortunately this expansion/change is not done in a re-active way e.g. this particular link is congested so let's add more capacity. Because your dealing with cr@p loads of money, all expansions/changes must be planned, budgeted for and approved in advance.

This advanced planning will be influenced by many factors such as projected uptake and desired profit margins. With so many variables sometimes the planning misses the mark resulting in under and more frequently over subscription of bw.

The point I'm making is that there is no such thing as a finite capacity for the SAIX network. Telkom ultimately decides/plans its capacity for any point in time depending on what they believed would be required from a volume, performance and profitability perspective.
