Don't stop on (block) the white marked area on the road in front of you?

I don't think it's no blocking. Also very far back from intersection.

edit: maybe it means to yield to those coming out of driveway on right and not to block?
 
Looks like the road has been re-tarred, they still need to put the markings back?

And yes, it would be in the area where the driveway comes out.
 
No blocking would normally be painted onto the road itself, but is seems there were road works done as the white lines are indicated by dots and not painted yet.

Maybe just a temporary sign till the road gets painted

Actually makes sense. So probably they'll paint a yellow section for the driveway :unsure:

Logical explanation considering the fence on the right.

Edit:
There is also a drain and what looks like brick paving. Definitely a drive-way or delivery point.
