Without further context it is probably impossible to say.
 
Playing around with the specs URL that you gave, it seems to be a "made up" language for the CS 241 - Foundations of Sequential Programs course at the University of Waterloo. The course also uses the Usenet group uw.cs.cs241 via Google Groups. Searching there for "wl" shows a lot of discussion on the topic.

Maybe you can read up there or even join the group and ask?
