Fixing "The system is offline" with Starlink

SpaceX's satellite Internet service Starlink could significantly boost connectivity for Home Affairs offices in remote areas with poor or no broadband while also saving the government department some money.

Department of Home Affairs (DHA) branches require reliable Internet connectivity to link up with the National Population Register, which is required for identity verification.
 
No it can't, large tall 4/5G antenna with both Vodacom and MTN Sims are a better bet.
I know a few guys in the SNG van business, they are nothing but underwhelmed by StarLink performance.
Compared to Geo orbit and 4/5G with large antenna.

All you need is a fibre rollout which is probably at the end of the building. Most likely they are running old ADSL lines still from the cheapest provider they can find. Most likely ordered by some secretary that has no idea how tech works.

Reminds me of my office, the new super modern office shared space...all with new VGA monitors, and then you can plug your pcs into desk phones if you have troubles with wifi. Yet no one checked the type of desk phone so it drops the network speed from 1gbps to 100mbps. Oh, our laptops only have HDMI out.

As for the employees. No one does it better like Little Britain

So no...

They would be running on dedicated circuits (be it cabled or vsat/microwave) provisioned by Sita to each office... And Fibre isn't an option for many of them since they're in rural areas.
