What will improve the picture quality?

Surely a normal DSTV decoder with DSTV easy view will give him a decent picture, especially seeing as he does not want to pay DSTV too much. And this for only R20 a month. Sure, it's only the SABC channels.

Will give a better picture than currently, but not a good one.
 
HD PVR -> HDMI -> TV/receiver. That takes care of the signal.

You can then subscribe to any DSTV package - having an HD PVR does not mean that you're forced to subscribe to the Premium package.

Thanks . How would I have to go about coupling the decoder to my home theatre system? Audio going through home theatre system and visuals through TV.

It would depend on which receiver you have? Does it support audio over HDMI, and if not does it have an optical input?

Depends on your HT system. Ideally you'd feed video and audio to it, and then audio to the speakers and video to the TV. Most modern HDMI receivers do this, whether all-in-one DVD players or component AV receivers. May need optical for audio if receiver doesn't support repeating.
