What's going on with Telkom Internet?

We all know how expensive Internet is here in South Africa. Well, I'm paying for a 4mbps uncapped line, which is pretty damn expensive, but for some reason 90% of the time my download speed is the equivalent of a 384kbps line. I'm not paying for a 384kbps line. I'm paying for a 4mbps line. So why then should I pay for a 4mbps line if 90% of the time Telkom are unable to provide me with the download speed that I'm paying for? At this rate Telkom is effectively stealing money from me, because I'm paying for 4mbps but I'm not getting 4mbps download speed. Heck, I'm not even getting 2mbps download speed. My connection downloads at a snail pace of 384kbps. Only on very rare occasions do I get 4mbps download speed.

So what the hell is going on? Is my line being throttled? If so then why? My downloads each month don't even reach 100GB. So if my line is being throttled then it's being done for no reason. I'm seriously considering switching to another ISP.
 
Same here. I have a 2 meg line from telkom. But max I get is 873 kbps. They definitely throttling the line.
The last time I complained, the tech just did some adjustments on his side. Then told to check the speed on the SAIX website.

Telkom will not "throttle your line". Congestion could cause your service to deteriorate.

TelkomInternet will shape your service if your "transgress" their AUP.
 
Raphamon, Telkom very clearly have neutral names for their Internet speeds (e.g. Advanced, Elite) etc, and clearly say 'up to 4Mbps' etc. I guess that's because '70% chance of you getting 80% of 4Mbps' doesn't look quite as snappy on adverts, but they're not quite owing you a refund yet.
