What's going on?

Have you tried switching off your modem for 10 minutes?
 
Are you capped?

I am experiencing slow speeds as well but I see that my bandwidth is up although I believe its a fault in their system cause I never used up 3 GBs and now 5GBs is finished this month.
 
It is not capped. According to speedtest, I'm getting like 100 and then decreases constantly to those numbers in test. At cap, speed cannot be bigger than 64kbps.
