What's up with this internet speed?

Hey people. Yesterday I was at one of my techie friends at Pretoria's municipality and felt the need to test their internet speed. The results I got were amazing. I used Speedtest.net ant here is the results:

Dowwnload: 13.62 Mb's per second
Upload: 23.92 Mb's per second
