I am thinking get Telkomonopoly to call the WBS Switchboad (0118774700) and ask if WBS will accept the call charges...if WBS refuse, well that's their problem - you tried to inform WBS that WBS' system was not working, oh and I do suggest recording the call from the moment you get through to the Telkomonopoly operator - just inform the operator that the call is being recorded for posterity & quality control purposes...
