When does the cap or your 3 gig start from

On the subject of not recieving any bills or things ect?
How do i know when my 3 gig starts and finishes ie?
is it always from the 1st or is it from the date you signed up?
Cause i feel i have 700 meg left and figure i should get some game demos or something lol
