When exactly do i get capped

I havent had any int'l all day. I saw a couple posts this morning about int'l being down so i thot i must have been sharing in that experience. Im now beginning to think that im capped. When exactly (in bytes) do i get capped? (30GB Web Africa)

very easy to test, just do a ping to google.com for instance, check if you get packets dropped.. should get 350ms-450ms flat without dropped packets.

or you could check your ip address.. 165.146.x.x and 165.165.161.x uncapped, 165.165.1-160(afaik).x is capped
