When is a Road Worthy test and certificate needed

Need some advice on RWC.

When is it needed to have a RWC? I want to buy a motorcycle second hand private and need to know if i will need to take it for a test before i can transfer it to my name?

When i paid of my prev bike, i got reg papers and just filled in forma and handed in and no test was needed ( but that was from the bank to my name)

If it is needed what is involved, where and what cost

Yes.

And indeed, no test is needed for title holder change, is need for ownership change.
 
Yes. It is needed. When it is done at the end of your vehicle finance term to change the title holder from the bank to you, it is not needed as you remain the owner. You simply become the title holder too now. From one individual to another individual it is both title holder and owner change to a different entity. Then it is needed.
 
As per supersunbird, RWC is done on change of ownership. Check if you have a Dekra facility close to you.
 
For ownership change only, then you can let the car deteriorate and become entirely unroadworthy, no one except the keen traffic cop will check.
