That is the point i'm trying to make - usage based billing works, but only if applied to the right measurable - ie. apply it to SPEED, not to DATA TRANSFERRED.
 
Pay per usage

The international trend is towards flat rate billing. It is becoming the exception rather than the norm to bill customers for the calls they make. Since bandwidth is getting cheaper (everywhere except in South Africa) once you have paid for the basic connection, you can make calls anywhere in that country at no extra cost. The only calls that are billed are the ones where your carrier has to pay interconnect fees, such as premium rate calls, international calls, and calls to cellular networks.

The same applies to ADSL. In most cases, you pay a flat rate and can use the connection 24 hours a day for the whole month if you wish.
