Your local chemist/pharmacy. The horsehair paintbrush from a hardware store, specify horsehair because the artificial nylon ones generate more static.

I'm 80% sure. When I turn it on, everything is okay but 5 minutes into a game it starts to sound like a jet engine and and it's really loud and hot.

Mine had similar issues, would start up fine, when I would play a game the frame rate would drop a lot to a point where it was unplayable. Extremely noisy. If you have a spare hard drive laying around try swapping out the drive and seeing if that helps

If I switch hdds, won't I have to reinstall the software? I've looked this up before but some claim you can just insert an empty hdd and the console will install the software but some claim you'll have to download it and install from a flash drive.

You have to download it on a flash, it's pretty simple. Download the software onto a flash, put the new hard drive in and start the ps in safe mode. Plenty of videos on YouTube how to do it

I'll start with the cleaning first and repasting. If nothing changes I'll move on to change the hdd.
