Where to advertise software work/projects?

What's the best place to advertise software projects for people to submit proposals, I'm trying to steer away from the big ones knowing a flood of Indian development companies will come my way, it's exactly that reason I am advertising a specific role/project.

Use upwork. Just this weekend I advertised I posted a job and got 2 Brazilians and a Russian guy to form a team. I got a message from a Bangladeshi with the completed code which I'd asked to be written. He told me to have a look and pay him if I'm happy, . Unfortunately for him this was minutes after I clinched the deal with the three gents - by Sunday afternoon the last milestone was completed successfully and I paid them.

You shouldn't get intimidated by anybody. I chose 3 people whom I decided had the skills I needed and set them up as a team. The four of us could intercommunicate nicely and code that would have taken me a month to write on my own was written in a day.

You create the team, don't accept proposals from companies, they'll charge the schit out of you!

That sounds great, but im looking for someone or some people that can perhaps come on board full time, I have a **** ton of work that's come my way. Also have had bad experience with Injun devs of late , the communication barrier is too great.
