Where to get a GPU liquid cooled in CPT?

I recently bought one of em blower style AMD cards.

Dear lord. My XFX one at 100% fan speed is barely audible. This one at 50% is louder than it, at 100% - I can see why all the memes were about when the 290 launched lol.

the cards already out of warranty, where could I get such a service performed?
