Where's the RAM Disappeared to?

Upon closer looking, on a friends PC, which has a 512MB RAM, when I check on My Computer - properties, I see that only 382MB is usable. What causes this, and how can the difference be recovered?

On-board graphics card?

When it starts up, does it say 512, or do you just know that there is 512 physically?

Yeah, upon start-up, it clearly states that the installed RAM is actually 512MB.
