You are still paying too much I suspect.
You dont need any UTM licensing and probably just need maintenance and support
a 60F would be cheaper than that by a bit
You could get away with a 40F if you are just going to do a site to site and have a lot of change left over

Agreed, but this is what he wanted. If he is going to buy a fortigate might as well get the cheaper model.
However on low cost routers they sometimes have low throughput on IPsec or encryption traffic.
