Nope. They don't work like that. Cloudflare has a crawler (like Googlebot) that crawl's the URL after it has been visited. This has different crawl rates on a day/week/month basis based on your account type. I also thought that they cache as soon as a cache-miss was detected, but that wasn't the case after my home page (you'd think the most frequented/opened page on my site) wasn't cached, and when there was a network error, gave errors through instead of cached copies.

You will see that it's more than just "Oh they host locally so I don't need a provider with peering arrangements with them" type deal. I suggest to have a chat to Jason @ elitehost, he can delve more into the technical benefits now.
What surprised me is that elitehost hasn't announced this through a press release on mybroadband yet
What's also funny is mybroadband didn't cover Cloudflare's local servers going live either. Guess it's all about how much $ you can spend on articles
