Which is the most reliable ISP during load shedding?

Started becoming a problem about 2 months ago. The issue has been kicked over to Openserve and they just say there are no issues, no problem at all. 15 minutes after load shedding the issue always seem to fix itself while the problem is with neither the FNO nor the ISP.
