Which software do I use to put frames around photo's etc.

My dad's doing this school project thing in which he takes photo's of the students and he decorates them etc.
Which program should I use? The current one we are using reduces the DPI by quite a bit...
I want a software that can put the decoration and still look clean and is easy to use...

GIMP. It's free.

Otherwise if you can buy

PaintShop Pro should be good enough or Adobe Photoshop Elements.

Adobe Photoshop if you have the $$$ to waste.

You should keep your files in a lossless format while editing them and saving them,
so keep them either as RAW, BMP, TIFF, or proprietory lossless Photoshop or Paintshop pro files.
