At the store down the road from me, they have plenty of goodies. If not readily available they will either make it up or obtain it. This is one of the "old" stores with old school staff!

The other places I mentioned are some of the "smaller" firms we use for miscellaneous goodies. All are in PE where Kuga is based. Most are within 1 km of each other!

Most reputable electrical wholesalers will stock various types of sleeving kits. These sleeving kits were not designed especially for use in PC's; rather someone saw them used in an electrical installation somewhere and decided that it would be handy to use in a PC !!

If you're willing to wait a few weeks, you can add add an order on Carbonite. A friend of mine is going to import a couple of stuff from Performance PC for a few people in October - see http://www.carbonite.co.za/f14/october-performance-pc-import-order-4207/

I've also seen cable sleeving at like Builders Express, so I'd guess that Builder's Warehouse would have sleeving too.
