Who is responsible for android device upgrades ?

Who is responsible for android device upgrades ? From my understanding it is the it is the cellphone operators who should update the devices.

I have a galaxy tab 7.0 plus on Cell c and it is still running gingerbread even though ICS has been available for the device for more than a month now.

Think its Samsung SA. Because they have to do testing for all the networks, thats why it takes long.
I dont agree with that logic but I've been waiting for ICS for my Galaxy tab 10.1 P7500 for the past 6 months already.
Im hoping and praying it arrives at some point.

That will be Samsung in this case. But you are responsible to upgrade it if you want to.

I thought it was up to the network providers? :confused: I thought samsung had updates for them but vodacom/mtn blocks them because of testing and after service?

You could always download the firmware and flash through odin.

vodaphone have there own software.
Samsung in korea, must test new software and then make it available. the slow distribution has been criticize before.
