Who is to blame?

Hey there poeple, technically my first post here :) and its a problem :(
Since it seems I can only post here atm so be it.

Anyway I hope somebody here knows something about this problem because currently my ISP and TELKOM are simply just blaming each other and neither of them are claiming responsability and im not sure who to confront atm.

Lets start with my problem.
This has been going on for about a month.
Browsing, downloading etc works fine but certain "connections" give problem, like for example World of Warcraft. Suddenly my ping is horrible 800+ shaped and 600+ unshaped where it was usually 500-600 with shaped.
Also I am disconnecting constantly, if you are playing alone questing somewhere its fine but once you enter a city with hundreds of people the game sometimes disconnects even before it is finished loading.
The same thing happens with my automatic update on the PS3 which always worked fine up until now ( Manual downloading from PC works fine ).
This same problem was however being experianced by 2 other friends of mine in paarl with seperate dsl lines and ISPs.

So I contacted Telkom with the problem and they said it was my ISP ( @lantic ). After contacting the ISP they claimed nothing was wrong it could be our router.
So I proceeded to test Telkom ( Shaped ), @lantic ( shaped and Unshaped ), WebAfrica ( Unshaped ) with 3 different routers Vox, D-link, telkom special at my place and both my friends while getting the exact same problem.
I even swithed the Webafrica account between the Saix and Verizon backbone with the same problems.
 
Then I did the same at my friend in Stellenbosch and Cape Town with no problems whatsoever using the same routers and ISP accounts and logging into the same WoW servers.

This to me indicates that the problem is with Telkom in the paarl region correct? or can this still be the ISPs fault. Me and my friend spent about 4 hours on the phone with telkom yestarday to get to the point where they actually logged a error and gave us a follow up number.
Then this morning they phoned me and told me they reset my line and should check if its better and come back to them if not... I WANT TO KILL THEM!
Im at work at the moment and will test it when I get back but the problem was not our single dsl line it was spread throughout paarl.

Another thing is they made me run a tracert to www.saix.net and they didnt comment on the results but it seemed fishy to me.
Sadly the exact results are at home.

It had 4 hops all of them seemed fine except the second hop timed out on all three results ( and they told me they are only interisted in the first 2 hops )

Results was something like this
1 > 2ms, 1ms, 1ms
2 > * , * , *
3 > 30ms, 40ms, 30ms
4 > cant remember this one but it seemed fine, was final hop to saix

anybody know anything about this or tracert's and can point me the correct direction or whos head I can rip off?
 
Lol this is so funny actually when I struggeld with my adsl Telkom and Cybersmart pointed fingers to each other and not one would take the blame! If its a speed related problem like I guess in some way your latency It could be telkom cause telkom owns and controls the speed the curcuit. But you may want to wait for mare replies.
 
ive stopped playing wow because of the pings...
it just hurts to much - and they are very unstable and inconsistent.
Ive tested thoroughly over verizon unshaped - saix unshaped and various shaped accounts.
internation routing is all screwed up. Maybe when seacom gets deployed and activated, it might make a difference - forget about it improving with current infrastructure.

There was also an article about there being a bandwidth alogorithm problem with the VOIP ingame which was causing issues with connectivity and high latency, this has apparently been resolved in the next release.
 
You see I thats my problem... Im not sure if the problem can be WoW itself because if I use the exact same router and ISP accounts at my friends place in Stellenbosch and CapeTown and log into the same WoW servers it works fine. We get ping of 400-500 shaped and better unshaped.

Im not sure if its how they rout from paarl is different from stellenbosch ( about 40km away , CT is about 70km away ). But the problem is so var just from connections inside Paarl.

Everything was fine up until just over a month ago ( before the huge new patch ).

If I only had high latency it would be ok but I sometimes disconnect even bofore im done logging in...
 
You have my sympathy, mate. I've just been through this whole issue with Telkom blaming Axxess for my latency issues. Eventually it was traced to a routing problem with SAIX. Our entire exchange was being routed via Timbuktu (I never actually found out via where...exactly...) causing us no end of issues. MrNuts, who hangs out on these forums and plays BF2 with me, was the bloke who got me sorted out. If it weren't for him my 7 weeks of hell would still be on-going.

Is the problem with the second hop is it just "hidden" somehow or unaccessable via outside "pings" or something like that?
 
My first 3 hops timed out but thats prob to do with a firewall (Internet working 100%) but ur last hops seem a bit slow. I get 12 10 12 ms to wblv-ip-www-1.saix.net [196.25.1.200] comming from Parow.
