Who owns the internet

AFAIK google, yahoo, M$, etc pay for their bandwidth. But companies like Verizon want to charge them more for their bandwidth (than other sites) - because google, etc is high traffic telcos want to charge a premium rate for their bandwidth. They want in on the net boom - the profits they already make on bandwidth are not enough. Internet is under attack from multi-parties - government want access to surfing logs, email, backdoors for eavesdropping - something enacted here just a short time ago without a murmur.
 
The problem is that the net has always been a place where the little guy can give the big shots a run for their money because the net was about ideas and not so much the cost of getting connected. In South Africa you have a very good idea of what happens when there is too much government control. The net is overly expensive. Small guys find it hard to put bandwidth intensive ideas on the high roll. The big guys don't mind because they have the mula, but the small guy in SA cannot easily get off the ground as is the case in Europe, Asia and the USA.

Regulation is problematic when you need a signed paper from some daft department stating you can run you business website with a list of things you need to comply with. Any regulation should be to regulate the bad things directly (like kiddy ponrography) without hurting the freedom of the web. The freedom of the web is what makes it special. We live in a country where this freedom is reduced due to lack of services and high prices. It is even worse once too much control from government is put on content to...
