who should I call to get this fixed?

Well ... gonna make a long story short.
Moved into a complex in jan 2005, Waited for adsl since jan 2005, 10 orders later a techie shows up, 20 mins outside he comes in and tells me that my building(4 flats) aint connected to the exchange, He told me its not his problem, he leaves, 3 weeks I call the contractors of the complex, the owner of the complex, the manager of the complex, even group 5 who constructed it. Only answer I get is ' Not my problem, telkoms fault ', so basicaly the contractors and etc blames telkom, but telkom blames to contractors ? .... what de hell am I suppose to do now?

I mean I've been fighting a battle for 9 months now :/

so .. please help me .. for the love of all things ... help me
 
Normally when building the contractors would cable each flat down to the building's DP (distribution point). From then on it is Telkom's responsibility. I am not sure but I dont think that Telkom does the cabling inside the building.

If the building itsself is not connected to the exchange then it is definatelly Telkom's responsibility. They control all the cabling from the building to the exchange.

Is there no telephone service to any of the flats in your building?
 
Maybe out of my league here. What about installing a wireless system ?? Should be possible and legal now ?
 
well I got iBurst ... but iBurst hates me :/ .. slow and unrealible

RD: nah not inside my building,

Basicaly the techie came up to me and told me that the cabeling from my building, throught the ground to the big green/blue box aint connected, he said he saw the cable leading from my house to the box, but it aint connected .. then he said I should call someone to fix it ... but he didnt say who that someone is

Nope, that's not something the contractor should attend to. It's a Telkom job getting your cable from the box to your flat/house. The same happened with me, and they came up with all kinds of lame excuses, until I’ve send emails to basically everyone in Telkom, copying in ICASA and couple of publications.
Only then did the ADSL techie came out to my house, realized the cable to my house wasn’t there, called someone else to come and lay the cable, three guys came to do the cable, ADSL techie came out again, activated ADSL.
Bear in mind that one person (apparently) can’t do all of this. You need an ADSL techie, a cable guy, a cable clipper guy, a guy that checks if the last do the job properly.

It was a real pain going through all of this. Good luck with contacting the correct person. My advice is: Email everyone you can get an email for at Telkom, from support to managers – copy in ICASA and a couple of publications.

Unfortunately I can’t remember everyone I emailed, but I got all the email addresses from this forum. So do a couple of searches for Telkom emails.
 
Tell teklom to get off their asses and provide the service they've been licenced to provide.
Otherwise you are entitled to apply for a licence yourself and do the wiring yourself and get the R80 (about) a month as income for the wiring.
Actually, I'd like to see you apply for the license. It should cause a lot of carp for teklom.
Of yourse - you have to have monee available to apply for the licence.

sh1: ok what I have done is basicaly e-mailed every telkom address I can find on the telkom site and to those given to me by otherp lacews, no luck.

Again I proceeded to call telkom to get their asses here, still no luck.
THis is really crazy, I mean I got iBurst, since I'm still waiting for telkom to get their ass in gear, and now this is happening, I swear some upper been got it in for me, I'm really on the brink of insanity with telkom and iBurst issues.
