Why can't Android save app settings?

Even if you enable save app data/settings with your Google account barely any settings get saved, even in Google's native apps some settings it seems get saved but generally very few.

Is there something I'm not doing right?

It's 2017 and most apps I use get updated very regularly, so that's not the issue, I have heard mention that the feature to save all app settings to your Google account is there, what's holding Google/developers back from fully implementing this feature?

It's such a pain getting a new phone setup, your app list can auto install via Google or Samsung switch but then there's the arcane process of setting countless apps up again, sometimes you have to relearn the app settings again because you last set it up 12months ago and that awesome setting you found the last time is 3 sub-menus deep.

That's an app issue though isn't it?

Some they keep your Google login and when you login from a new install your settings are there

Some do, very few though even most Google apps don't save many if any app settings.

That's one arena where Apple/iOS totally dominates Android, backups save everything, app + settings + data, you move between phones seamlessly and zero hassle just run a backup on the old phone and restore on new phone, all setup apps data media everything.
