Why can't i tracert from PC

Some firewalls dont see the ICMP protocol as a stateful connection.
So any replies or return traffic are seen as a new connection instead of a reply to a request.
 
Correct, icmp is not stateful as it's a control message protocol.

The icmp ttl expired packets are inbound to your pc, unsolicited as it were.
