Why do traffic lights not work when it rains

Ok, so what happens is this:
Lights are linked top other junctions. To make a co-ordinated flowing traffic system.
Dumbass prangs into lights at junction #1. Because he is driving like a muppet due to not being clever enough to realise he has to actually drive differently in the rain. Lights at junctions # 2-7 all **** out due to this, and go to red/amber flashing mode.

hmmm, i doubt this is the main reason.
It would take longer than a day to fix the damaged traffic light, i notice when the lights are out during the rain, they will be in working condition later that evening or next morning.
