Thats the catch, isn't it? Deploy the corrupt and the useless throughout the entire administration, thereby preventing any accountability by simple "nah fam" statements. I mean, who'se gonna investigate? The corrupt police? The useless hawks? And then when they don't, all you have to do is say "not proven".
