Why is my Upload speed so low?

Is it my line or ISP related? This is on a 10Mbps line.

Well it depends a lot on at what you sync at. I sync at 12Mbps on my 10Mbps line down, but just about 900Kbps for upload, so my real world speeds are about 0.6Mbps up.

Is your ping always that high?
If no activity on the internet, it may be your line.

0.4 is within the range of 256 kbps and 1024 kbps

Download line sync speed of min 640 kbps and max 10240 kbps.
Upload line sync speed of min 256 kbps and max 1024 kbps.

Can't swear to it but I'm pretty sure 640kbps upload was what I got when I was limited to 8Mbps prior to the exchange upgrades.

Been like that for a while now. The ping is usually between 20-30MS.

Well, if nothing is downloading or uploading while speedtest being done...
Its most likely your line, otherwise welcome to pm me for a trail account of another ISP if you don't have one.

Could distance from router effect the Ping? This was from my wifes machine about 6M away. Looking at the screen dump she sent me, she had 5 tabs open in the background.

If connected wirelessly, and going through a few wall it won't be that high still.
Give the ethernet cable a try with nothing other going on except speedtest.
