Why is there a 2 week downtime when moving dsl lines?

I'm thinking of moving my dsl line to MWEB from Telkom but I hear there is a 2 week period that I will be without Internet. Why is this?

The last time I moved a line between ISPs there was no downtime. That was a few years ago though.
 
Wanted to move from Telkom to Crystal Web, advising them to just move out to the openserve holdings pool(that's what CW said I should say). Agent tells me to send it to cancellations dept and gives me the same turnaround time. CW reckons I should go to the Telkom store. I would also like to know what the correct procedure is.
 
My experience as follows:
Cancelled with Mweb. +- 2 weeks later line was dead. Phoned Telkom, they said it's in a holding pool.
Phoned Axxess informing them it's in the holding pool.
They grabbed it from the holding pool and the next day i was up and running.

Total down time = 2 days.
