I think the primary reason is simply the lack of economies of scale/demand.
There is almost no demand for high capacity, USB stick sized storage. M.2 USB enclosures are small enough and use the widely produced M.2 form factor.
Where higher storage is required, like camera media, there is also a higher performance requirements, which requires Dram and high bandwidth controllers, like you get in the M.2 form factor.

Was still much faster than using floppy drives to save your university project source code to, even at USB1.0
I remember that the PC's did not have front USB, so we had to dive under the desk to find ports.
