Why local capping

I'm trying to understand but any logic has left me. Why the hell is Telkom capping local? Anybody have some inside info? This is bloody pathetic.
 
Other than the obvious reasons, I have no idea either.
 
As we all know Telkom will do all they can, and is legally allowed to by the GVT, the defraud the customer where-ever they can. Reasons I can think off
1) IS peering link is a delicate case and atm a dispute. So as IS is the local content king Telkom trafiic has to be routed via international link to get local access. Thus who pays for the TELKOM scam. The consumer.
Telkom saw this as a huge goldpot for the interim, so he can steal more revenue from us, so while he battle the courts to delay the SNO and Icasa rulings the poor consumer will be robbed for life. Also this litigation will be expensive and we will pay.
Telkoms add says ""Download (your) LIfe" because that is all you can afford when you download. Internet is there to have it not to use it!
There is more but I get pissed off writing about it so let's give someone else a chance.
 
Cause companies save a ton of cash by buying adsl lines and using it for inter-dept voip and business stuffs, work from home etc which hurts them where it matters/pockets cause normally the companies would have to opt for a diginet line or a pots switchboard etc but now for just R270 + R250 from telkom they can have this(192k line tho) which is a farcry from the amount they usually would be getting. Remember since local is free.. interdept comms would then only incurr the above cost.. not more, fixed(asside from eq etc). Imagine instead of paying national rate per call, you can stay in conference with other branches for as long as you want not worrying of cost. And then there is survielence etc
